Who was George Vernon Hudson?

Daylight savings time always seemed like a stupid ritual to me.  The extra hour of sleep gained in the fall is angrily forgotten in the spring when you lose an hour.  So where did this custom come from?  Who would think of such a bizarre practice?

It seems to make sense now
